The System of Soviet Censorship in the 1920s and 1930s: An Outline

The article presents the complex system of Soviet censorship in the 1920s and 1930s. The process of creating a system of political censorship, combined with an extensive system of repression, began in Soviet Russia immediately after the Bolsheviks seized power, several years before the official establishment of Glavlit (the Main Office for Literature and Publications of the People’s Commissariat of the RSFSR) in 1922. Institutional censorship, which emerged in Soviet Russia, was preventive and repressive in nature, and it was characterised by the lack of a legal framework for controlling print and speech and the lack of clearly defined guidelines for controlling the media.
