Lifelong learning discourse: management of competencies or inquiry into their meaning?

The authors of the following article explore the concept of LLL by revealing the way competencies are described as an andragogical phenomenon. Documents created by politicians, educational research reports and opinions presented in the field of andragogical articles are analyzed. As a result the researchers have identified two ways of describing competencies. One is management of competencies as educational products and the other is interpreting them as human disposition to learn. The authors argue that the former is created by neoliberal ideology that focuses on the value of education as tailored to the market needs while the latter is the social and cultural construct based on the inquiry into the meaning of education and its developmental goals.
