In 1835, the Bishop of Culm, Anastasius Sedlag, issued an instruction on the functioning of the central offices of church administration. According to its provisions, the diocesan curia was finally divided into two departments: the vicariate general and the episcopal consistory. The division of the competences of the substantive officials guaranteed the efficient handling of official matters. The instruction placed emphasis on the clerical circulation of documents, especially the process of issuing decisions, including decrees. It also contained indications concerning official secrecy or actions in the event of fire. The solutions adopted in the instruction guaranteed efficient management of the diocese and contributed to the development of a modern records office.
