It is underlined the evolution from a system characterized by role and functions of the networks of national authorities, to the agencies and authorities model in the EU, new bodies with rule-making powers and independents both towards the national governments, both towards the European institutions.
The analysis also tries to put in evidence the differences and the common elements both with respect to the model of the agencies that to that of the authorities.
