The role of parliamentary assemblies in the protection of fundamental rights: brief thoughts on the Italian Parliament in the application of the ECHR.

After briefly describing the evolution of the so-called 'EDU system' in the multilevel protection of fundamental rights, this article focuses on its effects on the Italian legal system, in particular as regards the role of the Parliament. For several decades, the Italian Parliament has adopted some instruments and procedures for implementing the ECHR, both ex ante and ex post. In the light of the application practice, the article highlights some still permanent critical issues in giving 'parliamentary follow-up' to the ECHR: therefore, the hypothesis is put forward, on the English model, of parliamentary commissions specialized in monitoring "conventionality".
