Publishing terms
Guided by the fundamental principle of freedom of scientific research and publication of its results, we would like to encourage you to publish on the pages of the quarterly “State and Local Government Budget Law.” The thematic scope of the journal covers issues of broadly understood public finance law – budgetary law of the state and local government units, tax law, law of public aid, European Union finance, and international finance.

The Editorial Board accepts original texts, not yet published in both electronic and printed form, as independent studies or as fragments of collective publications. We accept texts written in Polish or English.
The quarterly “Budget Law of the State and Local Government” is a peer-reviewed journal. Each submitted text undergoes an initial assessment. The thematic editor, in consultation with the editor-in-chief, evaluates the submitted publication in terms of its consistency with the subject of the journal and its compliance with the editorial requirements as well as perform anti-plagiarism verification (using Crossref Similarity Check tool). In the event of a negative preliminary assessment, the text will be rejected, of which decision the author will be informed and the reasons for rejection will be indicated in detail. A positive assessment results in acceptance of the submitted publication for further proceedings – the text is sent to two independent reviewers.
The review process is based on the double blind review principle. The prerequisite for publication of a scientific text is obtaining two positive reviews. In the event that one of the reviews is positive and the other is negative, a third reviewer is appointed. The final decision concerning publication of the text is always taken by the Editor-in-Chief after consultation with the Subject Editor and other members of the Editorial Board.
Striving to maintain the highest standards in the conduct of scientific research, the editorial office undertakes activities aimed at the elimination of such phenomena as ghostwriting or guest authorship. They are examples of unfair practices and scientific dishonesty. Therefore, the authors are obliged to submit statements according to the following templates:

Journal "State and Local Government Budget Law" do not charge the authors any fees at any stage of the publishing process. Authors are not paid royalties for publishing their articles. Reviewers are not granted for the reviews they prepare.
All the articles published in the journal "State and Local Government Budget Law" are based on a non-exclusive license granted by the Author(s) to the Publishng House of Nicolaus Copernicus University in Toruń. Authors keep the copyright and transfer the first publication rights to the Publisher.
Refusal to conclude the licence contract prevents the publication of the paper. The licence contract has been prepared by the Publishing House of Nicolaus Copernicus University in Toruń and the editorial office of the quarterly does not have the possibility of modifying its provisions.
