Review procedure
In order to ensure a professional and objective assessment, articles submitted for publication are reviewed, observing the rule of double anonymity. On the basis of the evaluations obtained, the Editorial Board decides whether to reject or accept the publication, or send it back to the author for correction.
After receiving the reviewers’ comments, the Author is obliged to respond to them within the deadline indicated by the Editor. Failure to meet this deadline will be considered resignation from publication of the paper.
The Editorial Board reserves the right to shorten texts, change titles, subtitles, and make stylistic corrections. Unsolicited materials will not be returned.
At least two independent reviewers from outside the department to which the author of the submitted article or other work subject to review (e.g. a glossary) is affiliated will be appointed to assess each publication. The choice of reviewers will be made taking into account their scientific specialization.
In the case of texts written in a foreign language, at least one of the reviewers will be affiliated to a foreign institution of nationality other than the author’s.
The authors and reviewers do not know each others’ identities. The editors of the quarterly “State and Local Government Budget Law” apply a double blind review process model.
In special cases, when it is not possible to appoint a reviewer from a unit other than the one where the author of the submitted paper is affiliated, the reviewer must sign a declaration of no conflict of interest. A conflict of interest is understood to be direct personal relations between the reviewer and the author (kinship, affinity, other legal relations, conflict), relations of professional subordination, direct scientific cooperation within the last two years preceding the preparation of the review, and any other circumstances that might result in a lack of objectivity of the review conducted.
The review will be made in writing on a form prepared by the Editor.

Each review will end with an unequivocal conclusion as to: a) the possibility of publishing the paper, b) the possibility of publishing the paper on condition that the indicated corrections are made, c) the rejection of the paper.
Texts which have received two positive reviews will be published. If one of the reviews is positive and the other is negative, a third reviewer will be appointed, whose review will be conclusive.
Eligible for publication are original texts, not previously published, which meet the criteria indicated in the review form. These include, in particular: the originality of the approach to the topic, setting the research problem, the appropriate selection of sources, and stylistic and linguistic correctness.
The names of reviewers of individual publications or issues of the journal are not disclosed. The list of reviewers cooperating with the editorial office of the quarterly “State and Local Government Budget Law” in a given year is published on the journal’s website.
