The Fiscal Responsibility Council, principles of fiscal responsibility and principles of budgetary transparency in the Slovak Republic – an overview

This article analyses the functioning of the Fiscal Responsibility Council and the principles of fiscal responsibility and budgetary transparency in the Slovak Republic. The legal basis for these arrangements is the Constitutional Act of 2011. The aim of the measures adopted is to ensure the stability of public finances. The Council is an independent institution that monitors fiscal policy and assesses the state of the economy. Its establishment was linked to the experiences of the financial crisis and the trend towards setting up fiscal councils in Europe. The Council’s main tasks include drafting reports, issuing opinions on draft legislation and monitoring compliance with budgetary rules. The funds necessary for the Council’s operation come from the budget of the National Bank of Slovakia, which is subsequently reimbursed by the Ministry of Finance.
