Przemieszczenia ludności z ziem podległych Rzymowi nad Adriatyk odbywały się w oparciu o dwa modele Jednym z nich była kolonizacja, czyli wysyłanie zorganizowanych grup przez Rzym pod przewodnictwem triumwirów, których celem było zorganizowanie na ager publicus kolonii. Drugim było ulokowanie osadników indywidualnych na ager publicus przez decemwirów, bez decyzji o fundacji kolonii. Nie oznaczało to rezygnacji z tworzenia osady. W celu sprawniejszego działania społeczności, np. prowadzenia wymiany handlowej, rozstrzygania sporów oraz ze względu na obowiązki tychże wobec państwa, (podatki, rekrutacja), wyrastały ośrodki typu fora, conciliabula i vici oraz okręgi pagi.
