President of Republic of Poland as a Civic Authority: Does Poland Need the Institution of Presidential Doctrine?

The article presents an analysis concerning the issue of the authority of the President of the Republic of Poland, focusing on the concept of building civic authority and the role of presidential doctrine in this process. Based on the theoretical framework of political science and sociology, the article distinguishes between political, formal, and civic authority, emphasising the importance of the latter for the function of the head of state. The conducted analysis of the constitutional powers and limitations of the President of the Republic of Poland reveals both the potential and barriers to the creation of authority. A comparative study of presidential doctrines in the United States and France provides a context for the debate on a possible Polish doctrine. The article presents arguments for and against its establishment, considering its implications for the Polish political system. A summary of the debate is presented and further research directions are indicated.
