About the Journal
Aims and Scope
The quarterly journal "Historia i Polityka" is a scientific periodical dedicated to presenting the latest, original research achievements in the fields of history and political science, with particular emphasis on Central and Eastern Europe. Our pages are open to authors analysing political, social, and historical processes in countries such as Poland, Ukraine, Belarus, Lithuania, Slovakia, the Czech Republic, and Hungary. The journal also promotes research on the relations of these states with other regions of Europe and the world, with a special focus on their role in shaping regional and international security.
The thematic scope of the quarterly includes:
- the history of political thought and social ideas in Central and Eastern Europe,
- analysis of the foreign policy and diplomacy of states in the region,
- research on contemporary international relations, including European integration, conflicts, migrations, and cross-border cooperation,
- studies on national and international security, with particular emphasis on hybrid threats, cybersecurity, energy policy, and challenges for democratic societies,
- interdisciplinary approaches to political and historical processes, combining perspectives from political science, sociology, history, cultural studies, and law,
- comparative analyses of political systems, constitutional reforms, and social and economic transformations in the countries of Central and Eastern Europe,
- studies on historical memory, national identity, and the influence of cultural heritage on contemporary politics.
The Editorial Board’s mission is to promote the research of young, talented scholars and to integrate the academic community from various academic centres – both Polish and international. We place special emphasis on developing collaboration with scientists from Central and Eastern European countries, enabling them to engage in scholarly discourse and exchange views within our journal. The shared history, culture, and unique social experiences of these countries serve as an important point of reference in research devoted to politics, international relations, and security.
The quarterly "Historia i Polityka" encourages authors to submit works based on innovative methodological approaches and interdisciplinary studies that deepen knowledge of political and historical processes in Central and Eastern Europe. We publish both theoretical articles and the results of empirical research, book reviews, conference reports, and literature surveys.
Content of the magazine is made freely available on Open Access basis, which is one of the foundations of Open Science. It allows for free use of the published content, thus supporting the development of science and innovation.
All texts in "Historia i Polityka" (History and Politics) have a DOI digital ID.
The editors use OJS – Open Journal Systems for management and publishing support. All Authors are encouraged to submit their texts through the Academic Journals Platform - Akademicka Platforma Czasopism.
Publishing in "Historia i Polityka" (History and Politics) is free of charge.
We encourage all Authors to include the ORCID digital identificr for researches and contributors in their user profile.
Peer Review Process
1. Principles of Academic Integrity
The editorial board of "Historia i Polityka" firmly opposes all forms of academic dishonesty. The journal has implemented and consistently applies procedures to prevent “ghostwriting” (concealed authorship) and “guest authorship” (attributing authorship to uninvolved persons), as well as actions related to detecting, preventing, and reporting plagiarism. Every text is checked with the CrossCheck anti-plagiarism system.
2. Stages of Peer Review
- Submission: By submitting an article, the author(s) consent to its review.
- Initial Evaluation: The text is assessed formally and substantively by subject editors.
- Review: Reviews, discussions, sources, and surveys are evaluated by members of the editorial board.
- Anonymity: The review process for academic articles uses the “double-blind review” method – reviewers do not know the identity of the author, and the author does not know the reviewers.
- Reviewers: Each academic article is evaluated by two external experts (from outside the research institution affiliated with the author), each holding at least a doctorate.
- No Conflict of Interest: There must be no conflict of interest between reviewers and authors (up to second-degree kinship, marital relationship, professional relationships, or scientific collaboration within the last two years).
- Confidentiality: Reviewers may not use any knowledge of the manuscript before publication.
- Review Outcome: The review must contain a clear recommendation for acceptance or rejection of the article. The author is informed of the review outcome via the review form.
- Revisions: The author makes corrections according to the reviewer’s recommendations, and the reviewer re-examines the revised text.
3. Criteria for Rejection
- The article contains too high a percentage of borrowed material.
- It lacks originality or has already been published in whole (or in large sections) in another journal.
- The author has not used the latest literature and sources.
- There are serious methodological errors.
4. Criteria for Acceptance
- The reviewers clearly agree to the publication of the text.
- The author has addressed all comments from the reviewers and editors regarding the article’s content.
Open Access Policy
The journal offers access to its content in the Open Access system under the Creative Commons non-exclusive license (CC BY-ND 3.0). This means that all its contents are available free of charge to all users – including institutions. Users can download, copy, print, distribute, search through the full-text versions of papers published in HiP and share and publish links to them without the need to obtain consent of the publisher, editorial staff and authors.
Ethical Standards
In the interest of ensuring the highest quality of all published scientific papers, Editors, Thematic Editors and the Scientific Council of the journal “Historia i Polityka” at all stages of their work with the scientific texts submitted shall act as safeguards of compliance with intellectual property rights, reliability of the scientific research presented in the quarterly and shall comply with the ethical standards set by the Committee on Publication Ethics (COPE). These standards shall provide the final and indisputable rules governing the process of reviewing and editing the submitted scientific texts. Editors, Thematic Editors and the Scientific Council of the journal “Historia i Polityka” declare that their observance of these rules is not affected by any relationship with the corporate world. In connection with the above, the following responsibilities of all parties involved in the reviewing and publication process are hereby set out:
I. OBLIGATIONS OF REVIEWERS
Reviewers of all scientific papers submitted to the journal “Historia i Polityka” undertake to:
1. Reliably and objectively review the scientific papers presented to them, in accordance with ethical standards and refraining from any form of unscientific criticism;
2. Make every effort to increase the resulting scholarly value of scientific articles reviewed by them;
3. Refrain from writing a review if the field of science covered by a given scientific paper submitted for review falls outside the academic competences of the reviewer in question and/or whenever there is a conflict of interest between the Author and the Reviewer;
4. Inform the Editorial staff of the journal of any violation of ethical standards in the peer-reviewed scientific papers, including primarily plagiarism and auto-plagiarism;
5. Comply with confidentiality rules applicable to all information related to the reviewing process.
II. OBLIGATIONS OF AUTHORS
Authors of all scientific papers submitted to the quarterly “Historia i Polityka” shall:
1. Provide a declaration that all data contained in scientific papers submitted by them are original and true;
2. Confirm that the submitted scientific article has not been sent for peer-review as part of preparation for publication in another scientific journal;
3. Collaborate with the Editorial staff of the quarterly as concerns exchange of information on the review and editing process for the submitted scientific articles;
4. Disclose full information pertaining to place(s) of prior publication of a scientific text if it is a reprint in whole or in part;
5. Disclose the sources of financing of scientific research whose results are presented in the scientific papers submitted;
6. Provide the full list of authors of any article submitted;
7. Obtain required permissions and consent for publication of other elements of the scientific article covered by copyright (such as illustrations, photographs);
8. Reveal information about any potential conflict of interest that may arise during the process of peer-review and editing of the submitted scientific papers.
9. An Author’s declaration of will for their paper to be published in the journal “Historia i Polityka” shall be taken as tantamount to providing the declaration and confirmation referred to in para.1 and 2 above.
III. OBLIGATIONS OF EDITORIAL STAFF
Members of the Editorial staff of the quarterly “Historia i Polityka” undertake to:
1. Make decisions about publication of all submitted scientific texts taking into account only their scientific value, regardless of origin, religion, sexual orientation, gender, citizenship and political view of their Authors;
2. Make objective decisions about accepting scientific articles for publication and communicating them to Authors of scientific papers in question along with justification of the decisions;
3. Publish the reviewing rules of the scientific texts submitted to the quarterly on the journal's website;
4. Maintain complete anonymity in the process of review of scientific papers submitted and not disclose the contents of reviews provided as part of that process to any third parties;
5. Withdraw from the role of editor for a scientific text if there is a conflict of interest with its Author;
6. Inform the Authors of any suggested changes in their scientific papers, with the exception of those pertaining to layout and/or identified in proofreading.
Scientific Counsil
"Historia i Polityka" (History and Politics) prides itself on collaborating with leading Polish and foreign scholars from various scientific disciplines who sit on the Scientific Council of the magazine. The Council's responsibility is to supervise the editorial work and ensure consistently high quality of the papers published in HiP. The members of the Council act as arbitrators in resolving any substantive disputes. They pay special attention to internationalization of results of scientific research published in "Historia i Polityka" (History and Politics) and to promotion of the periodical in their academic circles. Features redactors
The tasks of thematic editors include preliminary qualification of articles for publication, supervision of the peer review procedure and providing recommendations and submitting proposals to the editor-in-chief of the journal. Similarly as the members of the Scientific Council, thematic editors are also involved in promotion of the magazine.

Journal History
"Historia i Polityka" (History and Politics)
was founded in 2005 and was initially intended as a short-run series of volumes. After a positive reception by both the readers and the scientific community, in 2009 the editors decided to transform it into a regularly published magazine. In the period 2009-2015, "Historia i Polityka" (History and Politics) was appearing semi-annually. In 2014, the first issue of the magazine was published in English, with the intent to reach an even larger audience. Currently (from 2016) HiP is a quarterly journal edited at the Faculty of Political Science and International Studies of the Nicolaus Copernicus University in Torun. Each year, two issues are published in Polish and further two in English. Representatives of over a dozen academic centers from Poland and around the world collaborate in preparation of each issue.
In 2010 HiP has been placed on the Polish ministerial list of ranked journals. Currently, the quarterly can be found on the List of Scientific Periodicals of the Ministry of Science and Higher Education. This means that 70 points are awarded to authors for a publication in our magazine.
