Aims & Scope
‘Folia Toruniensia’ is a scientific, peer-reviewed diamond open access journal. It is published by the Provincial Public Library – the Copernicus Library in Toruń in cooperation with the Nicolaus Copernicus University in Toruń.
The annual journal was funded in 2000 and since 16th vol. is published in the formula Open Access, non-exclusive license under Creative Commons Attribution-NoDerivatives 4.0 (CC BY-ND 4.0). We collect submissions until the end of April.
The journal contains articles in the field of library and information science and social communication and media. The primary form of publication in the journal is a Research Article. Research articles make novel, innovative, and rigorous original contributions, aim to break new ground, generate substantive insights on important phenomena, and have a strong grounding in current or new theory.
The journal also welcomes Sources and materials, Reviews and Reports. They are shorter in length than traditional Research Articles but nonetheless make an important and original research contribution by extending well researched phenomena.
The mission of the journal is to serve as a forum where the best Polish and foreign scientist present their researches. The Editorial Team warmly invites the latter interested in cooperation.
The journal does not charge fees for submitting text to the review, preparation for publication and publication of articles.
‘Folia Toruniensia’ is on the list of journals covered by the Polish Ministry of Science and Higher Education – 20 points.
Every year, we await the submissions by the end of April.

Peer Review Process
The procedure for reviewing texts applied in the journal 'Folia Toruniensia':
- All papers submitted to the journal are first assessed for editorial fit with the journal’s mission and standards.
- All documents submitted to the journal are checked by the anti-plagiarism service iThenticate.
- The Research Articles, Sources and materials are subject to the reviewing procedure. The Reviews and Reports, which are short texts, are tested only by the Editorial Board.
- Next, the Editorial Board choose reviewers in the field who are not part of the journal’s editorial staff.
- The authors and reviewers do not know each other’s identities – the so-called “double-blind review process” – to avoid compromising the objectivity of the review.
- The publisher concludes agreements with reviewers, which define the remuneration for writing reviews to ensure a high standard.
- Reviews are written and end with an unequivocal statement about whether a given text can be accepted for print or should be rejected (Sheet of review).
- Positive reviews are necessary for the text to be qualified for print. If the reviewers differ in opinion, the Editorial Board decides whether the text will be printed or rejected.
- The authors are notified of the results of the review procedure.
- The estimated time for processing the manuscript is about 180 days.

Archivieng
This journal utilizes the LOCKSS and CLOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the journal for purposes of preservation and restoration. All content in the CLOCKSS Archive and the Global LOCKSS Network is preserved with explicit publisher permission, secured via written contract or through online permission statements. We work closely with LOCKSS network implementers to facilitate development of governance and legal terms that are appropriate to the implicated content, jurisdictions, rights, and access affordances. Our work also licensed under the Creative Commons Attribution-NoDerivatives 4.0 (CC BY-ND 4.0).

Publication ethics and publication malpractice statement
As the editing team, the Editing Board and the Scientific Board aim at maintaing the highest quality of the scientific papers published in 'Folia Toruniensia', they make sure that all the intellectual rights are observed and the reliability of the content of the papers published in the journal is maintained in accordance with the ethical standards established by the Commitee on Publication Ethics (COPE) at all stages of the reviewing process. These standards determine the final and unquestionable rules of the reviewing process and editing of the manuscripts. The editing team, the Editing Board and the Scientific Board of 'Folia Toruniensia' declare that compliance with the rules is not influenced by any relations with the sphere of business.
In accordance with the above, the following duties of all parties engaged in the reviewing process have been established:
I. DUTIES OF REVIEWERS
The reviewers of the manuscripts submitted to 'Folia Toruniensia' are obliged to:
1. Review the manuscripts in a meticulous and objective way according to the ethical standards and avoid all non-scientific criticism;
2. Endeavour to improve the scientific value of the reviewed manuscripts;
3. Withdraw from the reviewing process if they do not feel competent in the field the article is written in or there is a conflict of interests with the author of the manuscript;
4. Inform the editors in case of breach of ethical standards of the reviewed manuscripts, including mostly plagiarism and autoplagiarism;
5. Abide by the rules of confidentiality of information connected with the reviewing process.
II. DUTIES OF AUTHORS
The authors of the manuscripts submitted for reviewing in 'Folia Toruniensia' are obliged to:
1. Ensure that all submitted manuscripts are original and authentic;
2. Ensure that all manuscripts have not been submitted for review in other scientific journals;
3. Cooperate with the editors in the reviewing and editing process of the manuscripts under review;
4. Disclose information on any previous publishing of the paper, if it is a full or part reprint;
5. Disclose sources of funding of the research whose results are presented in the manuscripts;
6. Disclose a complete list of authors of the manuscripts;
7. Obtain consent for the publication of other copyrighted elements of the manuscript (e.g. illustrations, photos);
8. Disclose information about a potential conflict of interests which can take place in the reviewing and editing process of the manuscripts;
9. Expressing the wish to publish a paper in 'Folia Toruniensia' is tantamount to agreeing to points 1 and 2.
III. DUTIES OF EDITORS
The members of the editing team of 'Folia Toruniensia' are obliged to:
1. Make decisions regarding the publication of the manuscripts only on the basis of their intellectual content, without regard to ethnic origin, religious beliefs, sexual orientation, sex, citizenship and political philosophy of the authors;
2. Make objective decisions regarding the acceptance of the manuscripts for publishing and notify the authors of the manuscripts together with the justification;
3. Provide information about the reviewing process of the manuscripts on the webpage;
4. Maintain full anonymity in the process of reviewing the manuscripts and not disclose the contents of the review to a third party;
5. Withdraw from the editing process in case of conflicts of interests with the author;
6. Inform the authors about any suggestions for changes in their manuscripts excluding layout and grammatical and typographic mistakes.
Authorship and contributorship
The Editorial Board of 'Folia Toruniensia' considers the author (co-author) of a research article as it is done by СОРЕ, that is, the person who is the creator or originator of an idea (e.g., the author of the theory of relativity) or the individual or individuals who develop and bring to fruition the product that disseminates intellectual or creative works. The status of the article writer means that this person performed the research and did not infringe the copyright and other persons' rights.
We support and adopt four authorship criteria:
- Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; AND
- Drafting the work or revising it critically for important intellectual content; AND
- Final approval of the version to be published; AND
- Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.
Contributors who meet fewer than all four of the above criteria for authorship should not be listed as authors, but they should be acknowledged. The co-author must have an idea of all the work content, and not be responsible only for the part that he performed directly. Individuals who have not contributed significantly to the scientific results and the article preparation may be mentioned at the end of the article; the authors may express their gratitude with reference to how these persons contributed to this scientific work emergence.
Complaints and Appeals
The Editorial Board of 'Folia Toruniensia’ has very broad discretion in determining whether a submission is an appropriate fit for their journal. Many submissions are declined without external review with a very general statement of the rejection decision. These decisions are not eligible for formal appeal.
If the author believes the decision to reject the submission was not in accordance with journal policy and procedures, the author may appeal the decision by providing the Editor with a detailed point by point response to reviewer and editor comments. The Editor will review the peer review process undertaken for the submission. If the decision was made in line with editorial criteria, the Editor’s decision to reject is final.

Conflict of Interest Policy
The Editorial Board of 'Folia Toruniensia’ assign submissions to editors in an effort to minimize potential conflicts of interest. The following relationships between editors and authors are considered conflicts and are avoided: Current colleagues, recent colleagues, recent co-authors, and doctoral students for which editor served as committee chair. After papers are assigned, individual editors are required to inform the managing editor of any conflicts not included in the list above. In the event that none of the editors satisfy all of the conflict screens, co-editors who are least conflicted will be assigned to the manuscript. Journal submissions are also assigned to referees to minimize conflicts of interest. After papers are assigned, referees are asked to inform the editor of any conflicts that may exist.
Data sharing and reproducibility
The Editorial Board of 'Folia Toruniensia’ encourages you to share data on portals, such as academia.edu or researchgate.net, that support your research publication. Research data refers to the results of observations or experimentation that validate research findings. To facilitate reproducibility and data reuse, this journal also encourages you to share your software, code, models, algorithms, protocols, methods and other useful materials related to the project.
Ethical oversight
To ensure that the ethical standards of the journal are achieved, the Editorial Board of 'Folia Toruniensia’ provide ethical ethical oversight for the publication process.
Vulnerable Populations
Per the Committee on Publication Ethics (COPE), ethical oversight should include, but is not limited to, policies on consent to publication, publication on vulnerable populations, ethical conduct of research using animals, ethical conduct of research using human subjects, handling confidential data and ethical business/marketing practices.
For studies involving human or animal subjects, the Editorial Board of Folia Toruniensia’ requires that information about appropriate institutional review board approval be included with the submission or described within the article.
For research involving human subjects, authors should explain how informed consent was obtained from all participants. Informed consent should be obtained if there is any reasonable possibility that complete anonymity cannot be maintained. The privacy of human subjects should never be violated without prior informed consent. Identifying information should be excluded from the study data unless the information is essential for the study purposes and the subject (or their legal representative has given prior written informed consent. However, subject information should never be falsified or modified. When informed consent has been given by the subjects, it should be included in the article.
Publication Misconduct
The Editorial Board of Folia Toruniensia’ is committed to detecting and preventing publication misconduct through its peer review and editing process. Peer reviews are instructed to perform routine checks for the following:
- Plagiarism (i.e. using the ideas or work of others): Through routine use various online tools by peer reviewers. Reviewers should check for proper and adequate citations
- Fabrication (i.e. making up data): Reviewers and editors should be cautious of “impressive” research results, and be aware of potential conflicts of interest. Raw data should be reviewed for signs of fabrication.
- Falsification (i.e. manipulating research or modifying data): See recommendations for fabrication above. Reviewers should also check for unusual research methods or analysis methods.
- Citation Manipulation (see COPE guideline): Reviewers and editors will check for excessive self-citation, excessive citation of a single journal, and citations that do not support the research topic.
- Peer review manipulation (see COPE statement): Peer reviewers are qualified per a screening process, and reviewer performance is monitored by the Editorial Board of Folia Toruniensia’.
Reporting
Suspicion of violations of the ethical oversight policy should be made to the Editor-in-Chief via the Ethics Complaints and Appeals process.
Post-publication discussions and corrections
The Editorial Board of the journal encourages debate post publication either on their site or through letters to the editor. The Editorial Board allows for correcting articles in PDF format, and in justified cases is possible to the retracting articles after publication.
Publishing free of charge
The journal does not charge fees for submission of text to the review, preparation for publication and publication of articles.
Anti-plagiarism policy
Please be advised that the Editorial Board of 'Folia Toruniensia' are using the iThenticate anti-plagiarism program, since 2016 each article has been checked for authenticity. The editors declare that detected cases of scientific misconduct will be documented and made public by notifying relevant entities (institutions employing Authors, scientific institutions and associations, etc.).
Advertising policy
The Editorial Board of 'Folia Toruniensia' does not endorse any product or service marked as an advertisement or promoted by a sponsor in publications.
Editorial content is not compromised by commercial or financial interests, or by any specific arrangements with advertising clients or sponsors.
The Editorial Board of the journal does not accept for consideration and does not print advertising articles (both on a reimbursable and free basis).
Authors of the scientific articles cannot link to ads using keywords.
Direct marketing policy
Any direct marketing activities, including solicitation of manuscripts conducted on behalf of the publisher and journal, shall be appropriate, well-targeted, and unobtrusive. Information provided about the publisher or journal is expected to be truthful and not misleading for readers or authors.
Sponsors
The publication of the 17th volume was financed from the budgets of the Kujawsko-Pomorskie Voivodeship Self-Government, the Municipality of the City of Toruń, and the Nicolaus Copernicus University.
The publication of volumes 18th and 19th was co-financed by the Polish Ministry of Culture and National Heritage from the Culture Promotion Fund, the budget of the Kujawsko-Pomorskie Voivodeship Self-Government, and the Nicolaus Copernicus University.
The publication of volumes 18-22 was co-financed by the Polish Ministry of Culture and National Heritage from the Culture Promotion Fund, obtained from subsidies established in games covered by the state monopoly, according to Article 80 paragraph 1 of the Act of 19 November 2009 on gambling games, and from the budget of the Kuyavian-Pomeranian Voivodeship Self-Government.
