Review procedure

The procedure of reviewing articles in scientific journals is consistent with the recommendations of the Ministry of Science and Higher Education of the Republic of Poland, described e.g. in the brochure “Good practices in peer-reviewed procedures in science” published by the Ministry of Science and Higher Education, Warsaw 2011.

By submitting an article for publication in the journal, the authors consent to the adopted review process. Submitted articles are formally evaluated by the Editorial Board and then reviewed. The reviewers are not from among employees of the State Higher Vocational School in Wloclawek. In case articles submitted for publication are written in foreign language, a reviewer affiliated with a foreign scientific institution (different from where the author is affiliated) shall be appointed to evaluate them.

The reviewer shall carefully read the reviewed work and carefully, reliably and honestly assess its professional and cognitive value with respect to the current level of discipline of science they represents and the requirements for the reviewers.

The list of reviewers is published in the journal once a year. Reviews shall be in writing and shall contain clear conclusions as to whether the articles can be published or rejected. In evaluating publications submitted for publication, consideration is given to:

  • originality of the work;
  • substantive value;
  • source database;
  • literature and case law cited;
  • science workshop.

Submitted manuscripts are initially evaluated by the Editorial Board. Manuscripts that do not meet the basic publication conditions, as well as those that are incomplete or not prepared in accordance with the rules, are returned (rejected) to authors without substantive evaluation. Manuscripts that meet the basic conditions for publication are registered and are then submitted for evaluation by two independent reviewers. The reviewers’ opinions will be sent to the authors, then the authors are asked to respond to the comments. After receiving a positive review, the Editorial Board qualifies the manuscript for publication. The author receives the article for author’s correction. Author’s correction must be returned to the Editorial Board within three business days. Otherwise, the article will be withdrawn from the journal. Changes in the author’s correction are made at the author’s responsibility. The printed article becomes the property of the Editorial Board/the Publisher.

Rules for reviewing publications in the journal

  1. At least two independent reviewers shall be appointed to evaluate each publication.
  2. The journal has introduced a review model in which the author(s) and reviewers do not know each other’s identity (the so-called “double-blind review process”). If such situation occurs (knowledge of identity), the reviewer must sign a declaration of no conflict of interest. A conflict of interest is considered to exist between the reviewer and the author in such cases:
    • direct personal relationships (kinship, legal relationship, conflict)
    • relationships of professional subordination
    • direct scientific cooperation in the last years preceding the preparation of the review.
  1. The review must be in writing and end with an unambiguous conclusion as to whether the article should be published or rejected – (Review Sheet).
  2. Rules for eligibility (or rejection of publications):
    • preliminary positive assessment by the Editorial Board,
    • substantive positive review by two independent reviewers,
    • qualification of the paper by the Editorial Board after obtaining positive reviews from reviewers,
    • submitting author’s correction.
  1. The author is informed about the result of the review and the final decision concerning the qualification or rejection of the paper. The author may appeal the rejection of the manuscript by writing to the Editorial Board within three business days.
  2. The names of the reviewers of individual publications/issues are not disclosed.
