Zamiarem Autora artykułu jest nie tylko ukazanie samego procesu oraz okoliczności i celów misji Elihu Roota do Rosji w 1917 r., tj. w okresie po rewolucji lutowej/marcowej w Rosji, ale także wykazanie, czy amerykańskie cele – np. utrzymanie Rosji w bloku państw walczących – były w ogóle możliwe do zrealizowania. Root, były sekretarz stanu, były sekretarz wojny, laureat Pokojowej Nagrody Nobla, stojący na czele dyplomatycznej misji dobrej woli, został wysłany jako specjalny, oficjalny przedstawiciel prezydenta Thomasa Woodrowa Wilsona w celu nawiązania nowych relacji z Rządem Tymczasowym w Rosji, okazania sympatii dla rewolucji, dla rewolucyjnych przeobrażeń, aby zorientować się w potrzebach wojskowych, ekonomicznych, finansowych i żywnościowych. Nasuwa się kilka pytań: w jakim stopniu Amerykanie rozumieli rosyjską sytuację polityczną i społeczną? Co udało im się osiągnąć? Dlaczego misja zakończyła się niepowodzeniem? Jak była oceniania?
