As a result of the first partition of Poland, 137 Jewish communities (gminas) and about 200, 000 Jews of Red Ruthenia, voivodeships of Belz, Cracow, Sandomierz and Podolia fell under the Habsburg rule. The fundamentally anti-Jewish Theresian administration was faced with an unusually large number of Jews, their specific economic roles, far-reaching political and fiscal powers of qahals and the enormous debt of Jewish communities. Despite a growing fiscal and economic pressure on the Jewish population and attempts to reduce its size by various restrictions, the autonomy of qahals remained unaffected. On the one hand, Josephian reforms paved the way for the civil emancipation of Jews, but on the other hand it dissolved Jewish autonomous institutions.
