The European Union is currently on the verge of its absorption capacity. Its relations with the neighbouring countries can no longer be based on the promise of future accession. Thus the organisation was forced to change its concept of strategic management. The aim of the paper is to present and evaluate the European Neighbourhood Policy – which is a network of bilateral relations between the European Union and the neighbouring countries – as a strategy based on the idea of stakeholders management.References
