About the Journal

Focus and Scope

Environmental Law Review  is a publishing initiative of the Department of Environmental Law of the NCU Faculty of Law and Administration. In 2009 and 2010 the journal was published in the cooperation with TNOiK 'Dom Organizatora' in Toruń. Since 2011 Environmental Law Review has been published by Wydawnictwo Naukowe UMK in Toruń. The Voivodeship Fund for Environmental Protection and Water Management in Torun, which subsidizes the journal, has been the partner of the project since 2010.

The journal is addressed to scholars and practitioners of environmental law. The editorial section is open to all publishers. The main criterion for published articles is its factual value and compliance with the journal's profile. Environmental Law Review is non-profit undertaking, thus the distribution of copies is free of charge. In the first place, the copies go to university libraries, public administration offices and administrative courts. Private entities may also receive a copy as long as they are available after the primary distribution.

Peer Review Process

The articles submitted to the journal are reviewed in accordance with the guidelines of the Ministry of Science and Higher Education and with the principles binding scientific journals.

The reviewing process has two stages:
  1. At the beginning the articles submitted undergo a qualification procedure by the Editorial Committee. The first review process is also done at this stage.
  2. After obtaining a positive assessment, the articles are sent anonymously to independent reviewers, with the reservation that authors and reviewers do not know their identity ('double-blind review process' – special attention is paid to the fact that there are no close personal relations between authors and reviewers). The editorial section pays special attention to the fact that the reviewer is not a person from the same unit as the author.

On the grounds of the obtained assessment, the editorial section makes a decision on: the rejection of an article, the acceptance of its publishing or sending it back to the author with the reviewers' comments in order to make some amendments.

Journal History

Environmental Law Review was established in 2009. For the first two years (2009-2010) the ELR was a six-montly publication and in 2011 three issues appeared. The development of environmental law and the interest in environmental issues caused that since 2012 the ELR has become a quarterly. Since the beginning, the journal has been created by prof. dr hab. Bartosz Rakoczy and Dr Karolina Karpus with the support of doctoral students of the Department of Environmental Law in Toruń.

Environmental Law Review was included in the Announcement of the Minister of Science and Higher Education on the list of journals of 17 September 2012 (part B, item 1181) -  the articles published in the journal earn 2 points.

According to the Announcement of the Ministry of 17 December 2013 (part B, item 1805) – the articles published in the journal earn 6 points.
